Agenda Item #1: Introductory Remarks, Jim McKenna

Mr. Jim McKenna began the meeting at 7:10 p.m.

Agenda Item #2: Installation Program Status/Question and Answer/Community Input

Mr. McKenna stated that status had of projects has been updated on the website. The updates relate to submittals to the EPA and DEQ.

Mr. McKenna stated that AEC, DEQ, the EPA are working towards implementation of Performance Based Contracting (PBC). AEC is currently developing a scope for PBC with the Facility. The implementation of PBC should not result in a slowdown for the facility in the long run.

Mr. McKenna stated that a meeting had been held with the EPA on September 22 regarding the approach for assessing groundwater for the facility. The meeting resulted in the determination that groundwater will be assessed on a site-specific basis rather than the original regional groundwater assessment approach. In addition from November 29 through December 1, the EPA, representatives from AEC, representatives from the Facility, and RFAAP consultants conducted field visits to specific sites at the facility to address groundwater assessment strategies. RFAAP provided the EPA with a groundwater strategy spreadsheet for sites at the Facility for review.

Mr. McKenna stated that the Army is going to conduct aerial photography and assess surface geology at the New River Unit to aid in well placement for a groundwater study of the area. He estimates this will take approximately one year.

Mr. McKenna briefly discussed additional work required at SWMU 54 including assessment of potential impacts to surface water and sediment in the New River.

Mr. McKenna stated that the 2006 Installation Action Plan is now posted on the website.

Closing Remarks
The site visit was concluded at 8:20 p.m. Next RAB meeting is tentatively scheduled for March 16, 2006.
