Agenda Item #1: Introductory Remarks, Jim McKenna

Mr. Jim McKenna began the meeting at 7:05 p.m.

Agenda Item #2: Installation Program Status/Question and Answer/Community Input

Mr. McKenna stated that a partnering meeting with the EPA and VDEQ had been held in March. The goal of the meeting and subsequent quarterly meetings are to develop a framework to expedite the review and completion of work at the sites. The risk assessment methodology is still in the process and will be discussed during the next meeting scheduled for June 21, 2006.

Mr. McKenna stated that another initiative at the facility is the implementation of Performance Based Contracting (PBC) for environmental contracts at the facility. A site visit had been held that day for potential bidders for a PBC contract for several sites at the facility. The PBC contract should be awarded in the fall and the work is to be completed by September 2009.

Col. Ron Fizer stated that the Army is taking a method proven (i.e. PBC) used in other arenas and applying it to the environmental area. The Army looks for it to be a more effective use of resources and provide a methodology that will allow the facility to get more accomplished in a timely manner. He sees it as a great step forward in the environmental stewardship of the facility.

Mr. Tim Leahy provided a presentation regarding the proposed soil removal action at Building 4343. Soil will be removed along the ditchlines and in the alluvial fan at the discharge point of the ditch. In addition, the building will be demolished. Approximately 197 cubic yards of soil will be removed and the site will be restored using clean fill. The property will be clean-closed allowing for future use of the property if needed. Closing Remarks
The site visit was concluded at 7:45 p.m. Next RAB meeting is tentatively scheduled for September 21, 2006.
